I'm Confused.

I guess I am so surprised sometimes by people.  I know we all make mistakes and see ourselves through rose colored glasses and yet it happens so often.
I will share and example here.  I know of some people that were working on a project concerning employee behavior.  The purpose being how to resolve problems and what expectations are.  One of the points is about employees not accepting gifts and I do understand the reason for this.
Now for the meat of this, I hear a couple of employees, Sondra and Bob talking and Sondra brings up how a third one, Mary accepted a box of chocolates.  First I will explain how this happened.  A few people came in for an employee, Mary to supply them with a need for a small fee.  Mary teasingly said it cost chocolate or something like that.  The second person at the window went out and got a box of chocolates he happened to have in his car and brought them in.  They were graciously accepted, everyone giggled and it was thought to be a sweet gesture.  Now I must make it clear, both men at the window paid the fee for the service they were getting.
Back to the first conversation, Sondra was being critical of Mary for accepting the candy.  I personally know that Sondra is really not fond of Mary.  Whether it is was right to accept the gift, probably not.   I also know that Sondra has accepted things like a small plant and some needle work, these are two things I know of that Sondra received, maybe she has accepted other things.
Here is my dilemma, why was it wrong for Mary to accept the candy and alright for Sondra to accept her gifts?  Take note Sondra's gifts were specifically for her, Mary's was given in jest.
